Four people have been arrested after disturbing video footage was streamed live online, showing a teenager with special needs being tortured. Police say that the 18 year old, who is duct-taped by his torturers in the video, had earlier been reported missing.

In the video, which is understood to have been shot on Tuesday, attackers cut the victim’s clothes, dropped cigarette ash on him and cut his hair with a knife, making his scalp bleed. A number of people can been seen laughing and eating in the video.

Chicago Police Superintendent Eddie Johnson described the attack as “sickening,” saying that he could not understand how anyone could treat someone in the manner. He added: “I’ve been a cop for 28 years, and I’ve seen things that you shouldn’t see in a lifetime, but it still amazes me how you still see things that you just shouldn’t.” He said he had seen too much to be shocked by what had happened, but he was sickened.

    Distressed

The attack was carried out in a flat on Chicago’s West Side, say officers. The victim was found by police walking around the neighbourhood in a state of distress, and officers soon put two and two together, realising that he had been the victim in the horrific video.

Two men and two women are now being held in custody and are expected to be charged. Police say it is too early to say if those charges will be related to kidnapping or hate crime. The people involved could also be heard making racist remarks on the video, as well as being disparaging about President-elect Donald Trump.

Police say that the victim did know the suspects. It is understood that the subjects stole a van in the suburbs, before bringing the victim to Chicago to carry out their sickening assault. The victim was taken to hospital for treatment, but has now been released and is recovering from his ordeal at home with his parents.
